TROHN is an affiliate of the National Association of Recovery Residences (NARR) and is accredited to certify Recovery Residences in Texas that met NARR standards. NARR has identified 4 distinct housing approaches and divided them into corresponding Levels of Support and certification programs. This improves quality assurance and empowers individuals' housing choices.

Local coalitions are geographically limited in size to ensure that each coalition can cost effectively manage its territory.

House certification applications are signed, notarized and submitted to local coalitions by Housing Provider Members of that local coalition. Each coalition is responsible for determining whether an application meets all standards before being certified. Failures can be petitioned through an appeals process. All homes are re-certified each year.
A local coalition is a group of housing providers and advocates that form either an un-incorporate or incorporated organization and that through a charter agrees to carry out TROHN’s objectives at a local level. A local coalition can be a 501(c)(3) nonprofit, but that is not a requirement. Coalitions must have at least 2 housing providers, be governed by TROHN approved bylaws, and must sign and uphold the charter agreement. Each local coalition is democratically run by a slate of officers who are annually elected by its membership and an advisor appointed by TROHN.
